I would much rather see skills like dungeoneering that take ability (and perhaps a good group, which I think is a very powerful and intriguing idea introduced with that ability ) and see these principles applied to other things. Agility would be much more enjoyable and vastly better gameplay if it had been skill-based and something you could become good at getting fast xp prices, in contrast to the mindless simple clicking marathon it is. Such an upgrade wouldn't necessarily make the game easier, but it would allow it to take much less time. As you have stated, the gameplay is simple enough: it's just the time it takes. Make it more difficult but faster and you'll have a much better game.
To be honest, yes, I don't actually like the grind , which Jagex is coming out with EoC to (hopefully) fix it. Me personally, I am okay with EoC and no EoC - I just want them to nerf goliaths, swifts, and spellcasters. GF everyone who got a cmaul, yeah? I believe the major problem is merely that, how can you fix the mill? I believe that the best way is to have high level content that provides you more XP, but in addition, it is instanced, which means you're not going to get crashed into all hell. Sort of like Dungeoneering, I guess. Said high level content would either a) offer you food/pots within or b) give you enough money so that you can buy food/pots. They simply need to make sure it is not readily bottable, and I believe that it would work.
The glasses v chaotics problem is interesting. I really don't know what the varying time balances are between getting gloves and chaotics: surely the quests and battle level required induce you to have a much broader skillset (on a fantastic group, you might potentially get to chaotics with purely a solid battle ability) and require you to devote a fair amount of time. It is quite possible that they have misbalanced this piece of content, though it's equally possible that 90+ weapons with even larger requirements could be just around the corner. . .though those would have been hyped in the html5 blog.
If you got a chaotic, you have still got among the best weapons in the game. . .just not the best in series, merely the runner up. . .but I figure a great deal of chaotics folks do that. Finding those gloves isn't quick either, from what I have heard, though it isn't quite so long as a skill.
An intriguing suggestion you've created, and it's something which Jagex appear to be gradually implementing: getting rid of competition, that is. The new hunter DnD moths were instanced per participant and then you might get private hunting places, the bonfires eliminated competition and really encouraged coaching together. Runespan theoretically asks players to band together to locate the runesphere, which might be necessary using its current update.
